Paper beads! You start with, basically, a really long triangle of paper, coat one side (or at least part near the tip) with glue, then roll it tightly (but leaving a bit of space to thread through later) widest part to narrowest, to make a bead. These were apparently made with very brightly colored paper, and dipped in some sort of sealant, I guess.
